Blocs
Groups of countries that vote alike, found from the pairwise agreement of their recorded votes. The clusters are computed from the data, not declared by anyone, and are shown next to the formal groups (EU, G77 and so on) rather than in place of them.
Parameters used
- Body and window
- General Assembly, recorded votes 2017–2026
- Algorithm
- Hierarchical agglomerative clustering, average linkage, on distance = 1 − agreement, cut into 6 clusters
- Included
- 193 countries with at least 20 votes; 18,528 country pairs with at least 20 shared votes (other pairs are ignored, not counted as disagreement)
- Agreement
- Share of shared recorded votes on which two countries took the same position (yes, no or abstain). Votes adopted without a vote and “did not vote” are excluded.

Map
Each flag is a country; the ring is its bloc's colour. Countries that voted alike sit close together (distance approximates 1 − agreement, reduced to two dimensions). The axes have no meaning and the picture could be rotated or flipped; closeness is what counts.
Flags are each country's current flag (the Soviet and Yugoslav flags for those states), not necessarily the flag at the time of the votes; a grey disc with letters means no suitable flag. Positions show how alike countries voted and are nudged apart so flags do not overlap, so distances are approximate. Select a bloc above to highlight it.

Formal groups alongside the blocs
Each cell shows how many of a group's members (among the countries in this analysis) fall in the bloc. Membership is as of the end of 2026where start dates are known, and current membership otherwise.

Start dates are missing for most members of G77, NAM, AU, BRICS: their current membership is applied to every year, so for earlier windows these groups may differ from what is shown. A few members of EU, NATO, OIC have no start date and are counted as members throughout. Group lists come from the CIA World Factbook, with dates from Wikidata where it has them; see the methodology.
